The substitution exempts railroads from the provisions of this bill. It is not like adding them to the exemption list is a big deal. There are many others like, "(2) An employer providing employees with a secure parking area which restricts general public access through the use of a gate, security station, security officers, or other similar means which limit public access into the parking area." Which means anyone who has a gate and a fence can ignore this legislation.

Who knows... as of 21:05 the "Viewable Text for this End of Day Report is not yet available". Either everyone is covered up or they are choosing to not report what they are going to talk about next... not like what is on the calendar actually all gets discussed anyway.
